Each race will mine minerals at a different rate. Some races, like A Miner, mine minerals very rapidly. Other races, like Marauder, mine very poorly. If you wish to focus your empire primarily on mining, you may want to consider a race with good mining attributes.
You can check out the racial modifiers by clicking on the "Manual" link, then "Alien races" on the left side.

Make sure the planet has Ore
(If it doesnt you will have to explore a new planet)
-Built Mining on the planet ( and you should get ore)

You obtain minerals automatically so you dont have to worry. You can also research mining to improve your ore extraction rate and you mineral rate. If you are not an Aminer then you should not research Mining
Usually people buy minerals off the market
