If I get a paid account for one month and start a fed in that time, will the fed cease to exist when I go back to a free account? Or will it continue and I will still be leader? Or will someone elsse be appointed leader?

If you have a paid account you can, as you already know, start a fed. Once your paid account expires the fed remains with you still in charge. So it has no influence on the federation in that way.
