Is it worthwhile to keep this planet as a terran with almost no infra on housing??

Keepin a U. Eden is really good.. You get population over the max!! but you need to have some food and at least 50 loyaltiy points if you want to keep it that way.

u fertiles are good above 1k on turn based maxhearroom
thats worthless for a terran.

the U class planets go up to abot 9 - 10 K (9000- 10000)
