ok i got 2 questions about DM

1. how can a 5 member fed declare war on a 3 memeber fed that cant declare back

2. how is it that 5th place can attack me with fed war and 8th place can`t something dosent look right here to me

i know you gotta have 5 members to declare but you should be able to be declared on either

The fedwar bonus didn`t work. And you have to have five men in your fed to declare war... but there aren`t any restrictions on the target.
