Goods are made with industry and requires roughly 1 Raw material to produce 1 Good.
Though you don`t really need them unless your income is tax based (high population):
Goods are sold to your population each turn for 5$ each. If you buy in the market for 4$ each, eventually you will profit 1$ credit for every good you bought.
If you get what I mean.

1 * racial_modifier * (1 + industry_level / 10) = cg's per raw material

Increase infrastructure on planets in industry or research industry.
The higher the level or more land you put aside will increase goods per turns,
Also if you havent bought massive amounts of raw material, that too can increase CG production.
