Why was this attack allowed?

I know we are in fed war but this is over 150% this is 200%. I did not lose but still i lost half of my fleet. Please could you explain?

He did not have a counter on me.

So you are saying that the fed war bonus is 200% not 150% when it normally is 130% without fedwar bonus?

Also, if you attacked them in the past few days they would have a counter to hit you back from ANY PR level.

A federation can only declare war against one other federation at a time. Once war is declared, attack restriction is upgraded from 30% to 200% difference of power rating. This means you can attack someone who is 200% stronger than you in power rating. A federation cannot declare war against an empire.
