Also use any good dinero`s e.g. bronze/gold/silver/platinum on yourself.

you are fairly deep in debt , stop using turns , disband any fleet you may have , sell things on the market to cover your debt , if you are unable to get yourself out of debt you can restart your empire under :
Options > restart empire
