just kill them all and made them approve you :P
if you want in a decent fed, you may want to socialize with some of the fedmates and maybe even try to prove your worth on the battle field, or bribe with paids... either way best of luck to you.
Keep in mind if you apply to one place, then before the application is accepted or rejected to apply to another fed, Your application to the first fed will disappear. You can only apply to one at a time.
Once you apply, it is completely up to the Federation`s leader as to whether or not you join. And when, as well.
