i managed to get out of debt by disabanding all my ships then went on research than i researched 1 turn at a time and brought in more income than i was loosing
i done it myself

now make sure you are totally invested into commercial, and that you build the most commercial you can on your planets (that means housing enough to populate the planet just enough so you can have one person working in each building, and enough farming to feed those people, which for terrans should be about equal amounts, unless you have done reaserch)
but, congratulations! few new players are able to make it out of debt
