For the second mission you`re supposed to upgrade your lvl of Commercial to 5. How do I go about doing that? Do I buy a certain amount of buildings?

no, you go to "reaserch" under your command menu on the left side
then click on "commercial" under infrastructure reaserch
then spend the required turns to obtain 5 levels of commerce efficiency
