You can put your colonies together, allowing you to have more planets and colonies.
Level 1: 5 planets into 1 colony
Level 2: 5 colonies (level 1) into 1 big colony
Level 3: 5 colonies (level 2) into 1 very big colony
Level 1: 5 planets into 1 colony
Level 2: 5 colonies (level 1) into 1 big colony
Level 3: 5 colonies (level 2) into 1 very big colony

It allows you to colonize 4 to 5 planets depending on race into 1 colony to keep border space...and then 5 x 5 c1s or 25 planets into a c2...
the main point of using the Colony Cluster Project: to keep more planets.
different race has different max colonies can reach. so, to keep more amount of PLANETS (not colonies). cluster them up will do the job.

allows you to cluster in one C1 colony 4/5 planets (depending on race), then C1s wil be one C2 and so on ...
