you need to directly PM a admin to request a name change, click on the help centre you will see maraudian there, click on his name send him a PM when he`s online.

one thing to note though, that anyone who has sent you a PM will still be able to see who you are, also anyone who has added you to their friends list, and anyone of course in your federation.
