how do I change the taxes? I`m new, and I`m not sure how to maanage economy very well.

Though the best way to make money as a terran is Agriculture, hard on the beginning if you don`t know what to do, you should start with strip mining. Pm me if you wish to know more about it.
well tax is a rather hard way for a new player to go , commercial will be best for a new player as they will be terran and make great easy income through this path , follow the missions and they will teach you step by step how to play and set you up with a balanced empire
