The best way to get power is by building ships

power rating is calculated by population, # of infrastructure built, # of planets, and what ever ships you have currently in your fleet
if you have more of any of those, you power rating goes up.
i can give you specific numbers if you want
aw hell i just give them to you
1 power rating = 1/10th of population
1pr=1 infra
1000pr=1 planet
###pr=## of ships etc, each ship has different power rating and they are listed
