If you`re terran, you should build commercial or agriculture on your planets. With agriculture it is harder on the begging and you need to sell the food you produce on the market, but later you make much more money.

You build housing then you get population, then you assign them to get an income (commercial or agriculture would be best for terran). then start doing research to get that income up. Extracting ore from all planets you come across can make you some nice starting cash as well if you sell it on market for 10k
