what does Have 2 units of Level 2 Cluster Colony means.

it means that mission requires you to have 2 cluster lvl 2 . you must have already done the mission that requires lvl 1 clusters to pass , so this mission is along those lines , a colony cluster 2 can be made out of 5 cluster level 1 , colony C1 , 2 , 3 all need to be researched to use them though.
