This is my situation. I am enslaved, I have no current ships and I can`t build them untill I am set free. Is there any way of getting power without any ships and if so please explane FULLY.

Why can`t you build ships until you are free?
The ways to get power is by building ships or getting more planets (by attacking other empires or exploring with scouts).
If you have low money just play and develop your empire, when you have plenty of money try to get free...
