how do u fuse artifacts?

You need to research the Capsule Lab (600 turns) then build it on the Projects page (500 turns and 250 millions money). After you build it, you will need to wait 72 hours until you can finnaly use the Lab.
Just note that you can`t use it on galactic crisis (when someone`s Ultimate Weapon is active).
