Is this cheating

I wont mention any names ; However, i`m curious if this is against the rules for a viral UW?

Empire A a viral builds a bunch of chiron in DP

Empire B who is helping viral UW builds a bunch of capturable ships

When Empire A Dp expires Empire B rams their ships into the Chiron therby giving them another 6 million power in fleet

Empire B than continues to help defend Empire A`s UW

Is this against the rules or would this be classified team work? Just curious
