On one of my planets i have negative labor is there any way to resolve this?

the only way to get positive labor again is to demolish as much infrastructure (other than housing) on the planet until labor is positive again. Unless some of your pop died from starvation, if that`s the case then you should just wait for your population to grow again after you have made sure you have enough food to feed your population.
