what is Racial Modifier on the income?

to find that out go to options in the top of the screen when you playing and go to restart.
click on teh race u want to know more about and it displays teh details of the race, a history and mods of said race.
you can also find it in the manual under races which is just under the `stratergy` title on this screen in light grey. its kinda hard to see but its there
