If you`re got a paid account and is playing a race with missions, completing Act 3 is a way to finish the game.
Another way to finish the game is by activating the Overmind Project (Ultimate Weapon) and successfully blowing up the galaxy after 48 hours of everyone in the server being able to attack you.
