To build ships go to Military -> Build Ships. Choose a ship, then type in how many ships you want, it you cost you turns and money.
To get new ships you will need to Research new technologies. To know more about your races ships and technologies read the manual: http://gc.gamestotal.com/i.cfm?p=manual
