You go to your ships list (build ships), then build some viator scouts (if you are of the terran race). 80 should be enough, just make sure you have plenty of cash, otherwise you`ll go into bankrupcy.
Then you go to your explore tab, and click "explore" to scout for new planets.
I suggest you read the GC walkthrough in the manual.
