yes it goes on and on my friends,
some people started posting it,
not knowing what it was,
and they`ll continue posting it,
forever just because,

The blackmarket doesnt do goods because they are not a requirement for any race to have. They increase tax income but this is a bonus and empires can get by without it.

You also sell goods to your population at 5 so the max it could be set as really is 4 otherwise it would be no use and if it was set at 4 there would be no need for any industry miners
