ok i get the point.
It doesn`t matter WHY you can`t do it. The only thing you need to be concerned with is the FACT that it is AGAINST the RULES. So just don`t do it.

No, has nothing to do with band-width. It`s just that when you post in caps, it may be considered an aggressive attitute or just to call attention, and it`s annoying if one just posts in caps.
