just go to command and choose attack and attack anyone near your ranking

First off, since you`re posting this question i`d say read the tutorials first. But to battle you need ships of course and turns. To get ships you need credits, minerals and turns. Different ships take different amounts of credits, minerals and turns to build a certian number. Then you need to be near you oppenents power rating. once you`ve got all of this you still need 5 turns to perform you attack.
