If i use a rare artifact or one of the other ones that gives you luck, right before exploreing for a bunch of planets would that increase my chances of finding a special planet like a U. Large or a U. Rich?

nope artis don`t helpp with planets only with artifacts

i dont think so, that artifact might only apply to digging for artifacts, but a site that might have that info would be http://sfcommunity.co.nr
artifacts info and database on everything to do with arits are on the left, might have to scroll down a bit.
