What he means is that they are not essential for the survival of any empire. They are there to boost an already existing income. That`s all.

and they still dont need them , they just want them , no negative affect for not having them

cg`s are sold to population for 5 credits , they can be baught at 0-4 credits = making atleast 1 credit profit

cg`s sold at 5 credits wont make any profit if bought at 5 , it doesnt matter what race of infra you are :/

CG`s above 4 credits = no profit , so no reason to have a blackmarket for CG
its also a material that no empire needs
