How do I turn raw ,aterials into other ressources?

industry turn raw material into consumer good`s or cg`s, miners make consumer goods , terrans and others buy when thay can find them , unless your a tax empire with a large population thay arent a big deal if you dont have any.
Raw materials can be converted into Consumer Goods. But only miners should do it (to any decent efficiency). Build industry infrastructure on land, and research industry (if you want to)
