Technically, It would be super easy - 90% is probably just classic web/database interaction with a little bit of math thrown in here and there. There is; however, quite a volume of work that would need to be done.
The most challenging part from a technical perspective is making the "Ranking near me" work - that page has to be extremely responsive to player`s changing PRs while they build as others sit there going previous/next, previous/next... Not that it can`t be done, but it`s the one part of the site that would have to be well thought out.
Another thing is the forum and chat - those are the types of things that few would want to spend time coding, but they are a critical part of any online game. Of course, one could probably buy the functionality, but who would want to spend the money...
As with most games, the challenging part is balance, not coding. Having multiple races with different economic and military capabilities to support different styles of playing, but having them balanced such that no one race has a significant advantage over the others - the subject of many threads on this forum...
I`d do it if I didn`t already two jobs that payed me good money to code all day (and night).
