a UW will never succeed without the support of the Edens or of the DotV power players and their allies. Thats pretty much how it works on Fast Server right now.
Of course if u decide to do a pure explore UW, it is next to impossible to stop u if you do it right and have sufficient preparations and can manage it for 48 hours straight.
