Aehm, Deiloche, probably you are wrong. One has to divide the matter in two subpoints:
1.) As the buildrate of big ships is up to 5 times bigger than that of the cruiser class, the buildrate advantage is by far overcompensating the disadvantages of bigger ships like smaller range. Therefore e4eryone builds big ships. And therefore a GENERAL cut in buildrates will make big-ship spamming less attractive and so probably promote stacking.
2.) If one cuts the buildrate of miners ONLY, then exactly the opposite effect sets in. As miners must compete with the now faster-building races, they have to spend now more turns to reach their pr-level, i.e., they have even less turns available to spend for building low-buildrate ships. Therefore a selective weakening of miners makes stacking even more disadvantageous.
