he got 255 maxed out but he got 122 commercial .25 housing 30 industry 75 agri
its possible to have a base pr over 5m and only 1 planet this day and age

no that depends on size with 2 planets i can have a base of over 500k. The important things are amount of housing built and housing lvl

Most likely just a tax empire, 70k then would be a small base pr for a tax empire but large compared to normal base pr of someone with that amount of planets
