well thats because a guards one natural attribute is "poor" atleast you can buy goods....you can`t buy loyalty....unless your doing something the staff should know about >:)
less your a guard :(
not having goods has no negative effects.

since your new i assume your terran, which means that you dont need to make goods
its ok that you lose them every turn, that just means if you buy some off the market youll make a little extra cash every turn
