goods do affect commercial and pop if no goods pple are running around naked while i am getting tax from them for the clothes that they never bought

ok i think i know what you mean, commercial tax doesnt come from goods, i see what your saying about real life, but in this game, you dont put your taxes on good sales
you buy the goods at 4 per unit, then sell them to your population at 5 per unit, thats just starndard marketing, not any sort of tax
