you get about 1,000 pr (short for power rating) per planet you have and ships have a certain amount of power ratings. the more powerful the ship, the greater the power rating. Like karolinerna said, you get power from planets and ships.
sorry being tired here, just click build ship on command page and u see power raiting to the right ...
ur power raiting depends on how many planets u have and how big ur fleet is. If u ckick at build ships and then click at a ship u will see to the right of it how much power raiting that ship has.
