Max loyalty is 5k per colony, increase loyalty to max and you`ve doubled your income from that colony, then worry about the CG`s later, during UW`s *all* resources are bought almost instantly !

i make like 900k every p turns i am a taxer and with cgs i make like 4 million so i need cgs
if you make nothing then you need to rethink your money-making strategy..
