I have recently captured 3 planets. (Nice ones) However Pop=0 & Max Pop=0 & Available Labor=0.

If Housing is used to Increase Max Pop
&
If Available Labor is required to produce Housing.

Q: Am I hosed?

if the person you won them from killed the populace or infra, then they are useless, unless they are also clusterable planets.

in a cluster the infra would be restored, however, you cna`t cluster u class planets so u large, u edens etc would be useless.
