Lictor used to be juggernaught, it changed as said below so that virals cant RE it

Lictor is special, no jogger.

It has weapons like a starbase, shields like a cruiser, hull/pr like a dreadnought, range like a corvett, and the pr-multiplier of a jug.

well someday somebody will come up with an idea like..
lets make fodders for a.miners with huge build rate or at least make em huge ships and make em fire kinetic too make its range shorter to fight off Guard`s Rubys...
