How is power calculated? I have no ships, am not exploring, but my power seems to be going up. I am trying to keep it below 5K.

Power Rating (GC)
Planet power rating:-
(pop / 10) + housing + commercial + mining + +agriculture + industry + ( planet x 1000 )
Player power rating:-
(total planet power rating) + (total ship power rating)
