well if your on the normal server, you gotta wait awhile, 15 minutes for each turn, and a max of 180 i think
each server is different, Real Time you get a new turn every 8 seconds, but you can only hold a max of 30 at a time

well youll want to disband any fleet you have, so that when you use turns your income is in the positive, if thats not working, sell all your minerals and ore on the market, then wait until they sell to start using turns agian
and youll wanna build some commercial on your planets
and research some commercial infra

you research them, itll take awhile, especially on normal, but thats how you do it

well missions will help u get started, manual will give u the basics, and anything persific give us a shout other wise its gonna be a mightly long post explaining the game :o)

serch the manual most is in there but if u want more direct help u will have to be more specific specialy with which game ur using but i wouldnt expext a huge reponse try joining a fed or using chat
