talking on high kinetic dmg units, not only F class, Ruby and Taumaline, we got other like H.Galleon, Hercules, G class, most of the Starbase and many more OR even other like Pike, Pyth, R.Schooner n so on.
You`ve looked at those ships... right? Galleon is well under 50% Dmg/PR, schooner is even less... pike has less than 50% kinetic Dmg/PR, same with pyth, herc is around 25%... and G.CLASS?!?!?!?!? You`re bringing up G.CLASS for a high Dmg/PR? Are you on freaking CRACK?
The flysch can kill the old emp because the flysch is a good ship and the emp just sucks.
The point of shields is to REDUCE DAMAGE, not ELIMINATE DAMAGE. You do understand the difference, right? Ships like the t.ryujin, hercules, strafez... they have damage immunity. Even the nirvana is pretty freaking difficult to kill without resorting to chemical damage.
Shields shouldn`t be designed to make a ship able to stand up to two to three times its own PR in ships... they should be designed to make things work differently.
No retal is a good idea for the T.Empereur, but I have to say... I can`t support you giving THAT much anti kinetic when kinetic and energy are mainstays of almost every race. I`m fine with the OCCASIONAL radical ship (like the hercules) having a kinetic killer, but when you look at the races, energy and kinetic are almost exclusively what is easily accessible. You cannot just throw out ANOTHER terran ship to kill kinetic like that. This emp you are proposing would be a collective rape machine, ESPECIALLY with that hull. Total damage over 50%, hull around 135%... a pretty strong ship already. Then you give it near immunity to queens (the number one anti-capital-ship fighter there is) AND devastate the ability of the majority of ships to be effective? The mods I made on the shield still give it a powerful place in the terran fleet, but the goal here is NOT to make a game breaker, it is to fix up a worthless ship.
