I cannot disable the ship build protection. I follow the instructions and it simple wont work.

yes i clicked there. and i have pop up blocker(s) i disable as many as i know about
Have you clicked on the popup that appears when you click to disable the ship build protection?
Might have a popupblocker preventing that from appearing. (Just guessing here since you didn`t mention it)
