Click attack and put in the the name of the empire that attacked you. First though go very high in power over that empire so that you will win (don`t spam one stack because you won`t win that`s for sure).

counter attacks are just attacking someone who just attacked you, there is no pr limit so u can go as high as u want. the only restrictions are if they are in dp or thy have changed race or restarted
