Why are my loyalty numbers going down??? I keep rewarding the population but the numbers just go down again!

maybe they will be more loyal to you
maybe they will be more loyal to you
you wouldnt be a good ruler of your empire thouhg now would you.

Check your food reserves on your empire`s status bar. And your empire events.
If you are out of food, it will say "0" in the allocated spot in the status bar. And the empire events will show you any malicious artifact usage, and I beleive being punished as well.

You may be being punished by your master if you are enslaved, or/and you could have 0 food which is killing your population and bring loyalty down with it.
