Shortages on RT market

Since the UW went off, it seems that it`s been harder to buy minerals or CG`s on the market, CG`s especcially. I assume this is due to the fact that many are recovering from their loss of supplies due to the UW, but shouldn`t there be enough A. Miners to pump out a replenishing supply onto the market?
