i understand the concept but it said that you have to put it into your empire`s tribute fund first, and then send it to the empire, how do you put money into your tribute fund?

You cant transfer money to the tribute reserve, only withdraw it from there. Your slave(s) has to have made you money first in order to send money back to them.
