What do you want? That it is ALWAYS successfull, if you attack someone (= miners) with long range ships even from lower pr and get ALWAYS 3 colonies? I thought, that it is just the purpose of the game, that miners are not longer cannon fodder.
BTW, the Lakko or Hoko spam you fear so much would be pretty futile for every miner. Just consider, that such a stack would basically loose against everything except an aggessive attacks from lower pr.
And you great example, if i can build enough clorides with the killer-build rate of 12k pr per turn for 50% of the Pike stack pr, then i can build with the same truns a Lyth fleet , which outnumber the Pikes pr by a fatcor of 5. That does also the job. So i dont see, what the chloride tactic should do better, except to test, if the pike spammer also know the usage of fodder and annihilate the attacking fleet.....
Well, if you are unhappy with the update, make a better suggestion. Your current suggestion, to degrade the starbases to bad fodder (again), and instead proposing to give miners a light-version of a P.class ship st.inks pretty much.
It would satisfy your demand, that every race has at least a single one ship, which can kill any other races ship. Buit this demand is my eyes only rather academic anyway: Since for example it is not soooooo uncommon, that Pikes and borrelies appear in a singe stack, miners are still pretty much doomed, if they attack such a stack balanced on aggressive. Well, they have a chance to win such a paairing, you just need that in first round the Clorides hit right (chance 2 in 10), and in the second round they again hit right (chance 1 in 9), makes 1 to 45 that it works, great. Cool. Miners rock.Everyone will do this.
Therefore your proposal is a false friend for miners.
