Enslavement link...not working

I have tried sending my link as taken from the partner menu page and it still didn`t work. My friend went on another computer and put in the code this time, rather than using the link to get there.
I just checked my slave empires status and it says that one joined just today, which it did not say before...so I think it is regestering him as joined, yet he`s not connected to me so I can`t send him ships in support or anything.
I was thinking that maybe it`s because we`re at the same library (yesterday or the day before another of my local friends tried to join using a library computer too), however, my cousin has done the same thing and she`s in California. I`m in Alabama! And it also shows didn`t work.
I don`t understand it!

Um...I am just wondering, becuase I was told that the regular link was broken and that this link would work (comming from the partners page), and because it didn`t work...I`m wondering if it is really broken or something, and if it will be fixed...and can the people who have signed up under me be manually connected to my empire somehow, by an administrator or something...is that possible?
